Winning once is terrific. But winning again is twice as nice.
Olsson Associates was one of several qualified candidates to be nominated among the record number of entries at this year’s Design-Build Institute of America Mid-America Region (DBIA-MAR) annual awards program for its work on the Brookview Gardens Neighborhood Design-Build Improvement project in Liberty, Missouri. Olsson was initially pleased to receive the 2013 Honor Award for infrastructure projects (under $25 million) for the $1.6 million project. A bigger surprise came when it was announced that the project had also won the 2013 Design-Build Project of the Year.
Olsson Associates is the project's designer, Emery Sapp & Sons (ESS) is the contractor, and the City of Liberty, Missouri, is the owner.
The city sought proposals for design-build services to rehabilitate streets and infrastructure in the aging subdivision of Brookview Gardens. The project scope included reconstructing the street, designing a street overlay, installing modified concrete curbing, making stormwater improvements, upgrading the water infrastructure, and making other enhancements to more adequately serve the neighborhood. The schedule demanded significant public involvement, along with quick turnaround for services. This is why the integrated delivery method of design-build was selected.
The procurement method was two-phased. Phase one was a qualifications-based evaluation of contractor-designer teams. Phase two involved fulfilling the GMP proposal budget. The team worked together with the client to achieve the maximum relevant design and construction possible with the funds available.
Using efficient approaches, combined with including all stakeholders throughout design and planning, made this project successful. Collaboration on all levels with city personnel, residents, and businesses in and around the subdivision, as well as within the design-build team, was of utmost priority throughout this project.
Olsson’s Kansas City Transportation Team Leader Jamie Fain said, “Design-build is relatively new to infrastructure projects in our metro area. Olsson has been fortunate to gain valuable experience working on several of these projects. We have completed, or are in the process of completing, seven design-build roadway projects in the Kansas City metro. Although each project has its own special needs, each project also adds to our list of ‘lessons learned’ and ‘best practices.’ The design-build experience we have gained through each project enables us to better anticipate issues that can lead to cost and schedule impacts that might otherwise be overlooked.”
